Watershed Initiatives has written and edited a number of technical documents for state and federal agencies, including the National Marine Fisheries Service, the Oregon Watershed Enhancement Board (OWEB), and the Oregon Department of Energy. Here you will find the Oregon Aquatic Habitat Restoration and Enhancement Guide, the Water Quality Monitoring Technical Guide Book, the Oregon Riparian Assessment Framework, and other watershed resources. In addition, there are links to other agency websites, including the Oregon Department of Energy, where Watershed Initiatives wrote and edited the "Oregon Energy Planning Report" for The Oregon Energy Planning Council.

This is the first report from the Oregon Energy Planing Council. The Council is composed of leaders in Oregon's utility industry, energy conservation sector, energy policy arena, as well as representatives from affected state agencies. The report provides an overview of Oregon's current energy and transportation fuel uses, and it reviews a number of the state's energy policies and conservation efforts. The report also identifies a suite of challenges facing Oregon as it moves away from its reliance on fossil fuels and toward new, renewable energy sources. The report was sent to the Governor's office in December, 2010.
Oregon Aquatic Habitat Restoration and Enhancement Guide
The guide was developed to provide public guidance on restoration and enhancement measures that could provide a benefit for aquatic ecosystem recovery. The guide consists of five sections: An overview of Restoration Activities, Activity Guidelines, Overview of Agency Regulatory Functions and Sources of Assistance, Grants and Assistance, and Monitoring and Reporting. The Restoration and Enhancement Guide provides standards for some restoration activities that are required to be met when using state funds for aquatic habitat restoration. (May 1999)
Water Quality Monitoring Technical Guide Book
The guide was developed to provide guidance on designing monitoring strategies and to provide standard water quality monitoring protocols. The Guide Book has the following chapters: Background, Monitoring Strategy and Plan, Selecting Sites, Data Quality, Data Storage and Analysis. Protocols have been developed for; Stream Temperature, Dissolved Oxygen, pH, Conductivity, Nitrogen and Phosphorus, Turbidity, Stream Macroinvertebrates, Pesticides and Toxins. Additional chapters will be developed and added to the Guide Book.
Oregon Riparian Assessment Framework
The purpose of this document is two-fold: to provide guidance for 1) assessing riparian conditions, functions, processes, and management or project actions; and 2) tracking changes in riparian characteristics over time. This document is designed to complement the Oregon Watershed Enhancement Board’s Water Quality Monitoring Technical Guide Book (OWEB 1999). Many of the broader monitoring concepts presented in the Water Quality Monitoring Technical Guide Book apply to riparian assessment and monitoring.
Watershed Improvement Priorities
OWEB contracted with Watershed Initiatives to develop a framework for prioritizing watershed improvement projects. The agency wanted guidance when making funding decisions for habitat and watershed restoration proposals (see Case Studies). The framework categorizes project types by the effect they will have on aquatic ecosystem function and identifies project types that have the greatest enhancement benefit at the local basin scale. Project evaluation is based on watershed assessments and local knowledge of conditions and human communities and is designed to yield repeatable results. The framework also helps identify basin and watershed scale improvement priorities.
